This policy describes the policy used to provide amendments and exceptions for Photopedia policies. It states that:


All amendments and changes to policies, except for those with an R clause, suggested by a Photopedia Administrator, Patroller, Custodian, or Contributor, as described in PP:PRJ, will need to pass the majority of a general Symposium discussion and vote.

R clauses are "Restricted" clauses, which prevent another policy from overwriting it. An example is the Neutral point of view policy. In that case, exceptions or amendments should:


All amendments and changes to policies with an R clause must pass the majority of a special Symposium, specifically that of administrators and executives.

What this says is that if an R clause is present in a policy, that policy can only be changed by a majority vote from administrators and executives only.
